Short answer: For the Swedish climate declaration (klimatdeklaration), which applies to new buildings in Sweden, you need data on the transport of construction products to the site (A4), all electricity, heating and fuels on the construction site (A5 energy) and purchased quantities to calculate construction waste (A5 construction waste). The climate factors must come from Boverket's climate database (Boverkets klimatdatabas), but quantities, distances and fuel consumption can be the project's own. The best sources are delivery notes, delivery bookings, invoices and information from hauliers and subcontractors. Collect continuously during construction, link everything to the right project and building, and keep the documentation for five years. If you build outside Sweden, check the local requirements.
The climate declaration covers the construction stage, modules A1–A5 according to EN 15978. Construction logistics mainly affects A4 and A5.
| Module | What is included in the climate declaration | Data you need |
|---|---|---|
| A4 transport | Transport of construction products in load-bearing structural elements, building envelope and internal walls from factory to site | Product and weight, supplier's address, any terminal, distance, transport mode and fuel, or actual fuel consumption |
| A5 energy | All electricity, heating and fuels on the construction site: vehicles, machinery, tools, site huts, drying out, LPG, purchased electricity and district heating | Measured quantities (litres, kWh) and energy type |
| A5 construction waste | Production and transport of the construction products that become waste | Purchased quantity per product and waste factor |
Some important boundaries according to Boverket (the Swedish National Board of Housing, Building and Planning):
Waste transports, machine transports and site hut deliveries are therefore not part of the climate declaration. They may still be needed for the company's own climate reporting or to meet a client's requirements, for example those of Trafikverket (the Swedish Transport Administration).
Generic data are standard values, for example from Boverket's climate database. Specific data apply to a particular product or project, for example an EPD or measured fuel consumption. The rules differ between the modules:
| Module | Climate factor | The project's own data |
|---|---|---|
| A4 | Always generic data from Boverket's climate database (Section 5, BFS 2021:7). EPD values for A4 may not be used. | Distance, transport mode and actual fuel consumption may be used |
| A5 energy | Always generic data from Boverket's climate database (Section 6, BFS 2021:7) | Measured quantities of electricity, heating and fuel |
| A5 construction waste | Generic data, or specific data if the same EPD was used for A1–A3 | Project-specific waste factors may be used if they can be verified |
Boverket's generic values for construction products (A1–A3) are conservative, about 25 percent higher than a typical value, to reward specific data. The values for transport and fuel, however, are not set conservatively. The database is also available as an API in Excel, JSON and XML formats.
Rule of thumb: the more project-specific quantities, distances and fuel data you have, the better the result reflects the actual choices of supplier, route, vehicle and fuel.
| Source | Provides | Used for |
|---|---|---|
| Delivery notes, preferably digital according to BEAst | What was delivered, quantity, sender, delivery location, and for machine and transport services often fuel and consumption | A4, A5 energy, verification for delivered construction products |
| Delivery bookings | Supplier, time, vehicle type, unloading location, distance from the supplier's address | A4, follow-up of consolidated loads and empty runs |
| Vehicles and fuel from hauliers and plant contractors | Vehicle type, fuel (e.g. diesel or HVO100), consumption in litres | A4 (actual fuel consumption), A5 energy |
| Invoices for electricity, district heating, LPG and diesel | Measured quantities in kWh and litres | A5 energy |
| Waste contractor, weighbridge tickets | Quantities and fractions, number of collections | Own climate reporting and follow-up of waste |
| Quantity take-off and purchasing | Purchased quantity per construction product | A1–A3, A5 construction waste |
Boverket explicitly states that A5 energy must be based on measured values via invoices or delivery notes, with information from suppliers and subcontractors. Read more about the format in the guide to digital delivery notes.
EXAMPLE – Boverket's own calculation example from the page "Indata om energianvändning" (input data on energy use) with climate data from 2020. Always use values from the current version of Boverket's climate database.
| Energy item | Quantity | Climate data | kg CO2e |
|---|---|---|---|
| Diesel, reduction obligation, machinery | 1,160 l × 35.3 MJ/l = 40,948 MJ | 0.0757 kg CO2e/MJ | 3,100 |
| Heating oil 1, drying out | 502 l × 36.0 MJ/l = 18,072 MJ | 0.08 kg CO2e/MJ | 1,446 |
| District heating, site huts | 34,025 kWh | 0.056 kg CO2e/kWh | 1,905 |
| Electricity, construction site | 28,032 kWh | 0.037 kg CO2e/kWh | 1,037 |
| Total | 7,489 |
The principle is the same for A4: tonnes × km × MJ per tonne-kilometre × kg CO2e per MJ, or actual fuel consumption × climate data. See the guide to climate declaration A4 for steps and examples.
Many companies report emissions according to the GHG Protocol. There, purchased transport and waste fall under scope 3 (categories 4 and 5 respectively), while fuel in the company's own machinery is scope 1 and purchased electricity and heating is scope 2. The same raw data can therefore be used both for the climate declaration and for the company's or client's sustainability reporting, as long as it is clear which method and which emission factors were used.
In May 2026, Boverket proposed that the climate declaration be replaced by requirements for life-cycle GWP from 1 January 2028 for new buildings over 1,000 m² and from 1 January 2030 for other buildings, with limit values for A1–A5 from 2030. This is a proposal, not adopted rules. Dates and levels may change.
LogiPlan is a construction logistics system. In LogiPlan Site, deliveries are booked in a shared delivery schedule with gates, unloading zones and resources. For the climate declaration, LogiPlan collects data from the delivery bookings and calculates the climate impact according to part A4, with searchable supplier addresses and automatic distance calculation, and with reference data from public authorities. The statistics show CO2 and CO2e for projects that have enabled emissions registration in delivery booking. Goods receipt checks and deviations are documented by smartphone, and waste bookings can be handled in the same system, with integrations with waste contractors for container and collection orders.
The developer is still responsible for the climate declaration. Data for A5 energy, such as electricity and fuel invoices, needs to be collected from each supplier and subcontractor.

Data on the quantity of construction products (A1–A3 and A5 construction waste), their transport to the site (A4) and all electricity, heating and fuels on the construction site (A5 energy).
Electricity, heating and fuels for vehicles, machinery, tools, site huts, drying out and similar on the construction site. Energy for groundworks and demobilisation is not included.
No. Removal and handling of construction waste and other waste are not included. Waste data may still be needed for the company's own climate reporting.
Generic data are standard values from Boverket's climate database. Specific data apply to a particular product or project. For A4 and A5 energy, the climate factor must always be generic, but quantities, distances and fuel consumption may be the project's own.
Yes. Boverket mentions invoices and delivery notes as a source for A5 energy and accepts a digital compilation of deliveries as verification for delivered construction products.
The documentation for the climate declaration must be kept for five years from when the declaration was submitted.
Often, yes. Raw data on transport, fuel and energy can also be used in climate reporting according to the GHG Protocol, but methods and emission factors may differ and must be stated.
The developer is responsible for the climate declaration, but the information comes from contractors, suppliers and subcontractors. The requirements should therefore be included in tender documents and contracts.
All sources except the GHG Protocol are in Swedish.
